'ftEGIONAL PLANNING COMMlSSION

WHEP.EAS, the future growth, prospority, and well-being of the

West depend upon the maintenance of a strong and vigorous economy

throughout the western statos and

WHEREAS, the economy and well-being of the peop10 throughout

much of the West are threatened by critical water shortages; and

WHEREAS. therfl is need for an accurate appraisal of presflnt and

future water requirements as recognized hy each state of the West, and

for development of a comprehonsive plan.!or equitably res~lving the proh-

lems of supply and distrihutil'ln of water resources in the West

NOW, THEREFORE, BE IT RESOLYED, lty thfl Western Interstate

Water Conference, that the o..vernors fOf the we'stern statos be urged to

estaltUsh a task force composed of reprflsentatives of each of the western

states as soon as }'lossible to work with the Council of State Govarnments,

in considering the formation (If a perman,ent regional water commission,

and in the making of recommendations concerning the role, organization.

and authority of a regional water commission,

BE IT FUR THEP RESOl,YED, That implementation of this reso1u-

tion should in no way defer or delay the licensing, authorization. or con-

struction of any project.
