Dear Governor LoVE:

As you may recall, the Western Interstate Water Conference
was sponsored on September 15 and 16 in Las Vegas, Nevada as a pub-
lic service by the Universities whose names appear on this letterhead.
Approximately 400 influential persons from the Western States interes-
ted in the water resource development of the West attended and the
Conference culminated in unanimous approval of an important resolution.
As Chairman of the Resolutions Committee, I have been asked by the
Conference Committee to transmit that resolution to you.

I also enclose the membership list of the Resolutions Com-
mittee, anyone of whom can be called upon for clarification or intent
of the resolution should any questions arise. As soon as possible, the
proceedings of the Conference will be forwarded to you in which the re-
marks of the principal speakers will be published together with the names
of the Conference participants and their affiliation.

The Conference Committee has also requested that I suggest
to the Governors that they may wish to inform the Conference regarding
