WILLIAM McDONALD, DIRECTOR <br />COLORADO WATER CONSERVATION BOARD <br /> <br />BEFORE THE <br /> <br />SUBCOMMITTEE ON WATER AND POWER <br />COMMITTEE ON ENERGY AND NATURAL RESOURCES <br />UNITED STATES SENATE <br /> <br />CONCERNING S. 752 <br /> <br />Washington, D.C. <br />September 15, 1983 <br /> <br />Introduction <br /> <br />My name is J. William McDonald. I am testifying today on <br />behalf of Colorado's representatives to the Colorado River Basin <br />Salinity Control Forum: Mr. Monte Pascoe, former Executive <br />Director of the Colorado Department of Nat~ral Resources and now <br />in privat.e law practice; Dr. Robert Arnott. Assistant Director of <br />the COlorado Department of Health: and Mr. David Robbins, former <br />Colorado Deputy Attorney General nON in private law practice. In <br />my capacity as Director of the Colorado Water Conservation Board, <br />I am Mr. Pascoe's alternate to the Forum and one of Colorado's <br />representatives to the Forum's work group. <br /> <br />Summary of Statement <br /> <br />Colorado favors enactment of S. 752, a bill concerning <br />amendments to the Colorado River Basin Salinity Control Act of <br />1974 (P.L. 93-320). The program authori~ed by Title II of the <br />Act is an integral component of the effort to control the <br />salinity of the Colorado River. It is important that this <br />program now be updated and expanded to reflect the information <br />and understanding gained since the passage of the Act. <br /> <br />We recommend only one minor change to the bill as <br />introduced. Paragraph (12) of Section 1 of the bill would strike <br />a sentence from the original Act. This seems to be a drafting <br />error which needs to be corrected by deleting paragraph (12) from <br />the bill. <br /> <br />183 <br />jwm/test <br />
