N
-.]
A
N

C~

and hydrologically to the extent that most overlaps in claimed
benefits have been eliminated. In some areas. no significant
interrelationships between projects exist. Where interrelation-
ships are significant, further investigations are required to
provide a basis for achieving hydrologic and economic coordination
prior to development. The project evaluation statements presented
in this volume set forth the investigations needed for those proj-
ects which the individual planning agencies have identified as .
warranting early consideration for development. They also present
information as to the effects of specific elements on water pollu-
tion control. fish and wildlife, recreation, mosquito control and.
mineral resources. Details of programs of agricultural research,
credit and education which should be undertaken in order to facil-
itate and assure the most .successful operation of the projects will
have to be worked.out.when project plans become more definite.

~~}

For the most part, elements of the plan were formulated
to provide solutions to specific problems in local areas with inci-
dental consideration of region-wide or national goals or problems.
A single project generally has limited effect on the economy of the
region or the Nation or on broad problems such as total need for
food and fiber, and.the maintenance of fish and wildlife resources.
However. in long-range planning on a tasin-wide basis. the cumula-
tive effects of numerous projects. on such factors may become
significant. The implications of the potential over-all development
proposed in the AWR plan should be examined as decisions are made
to proceed with individual elements of the plan.

Agency representatives of the Departments of the Army,
Agriculture, and Interior assembled this section. The data con-
tained herein are largely a re-editing and condensation of material
prepared by field representatives of the Federal agencies, and
State representatives during formulation of the A~ffi plan. Represen-
tatives of the Federal agencies and States which compose the AWRBIAC
participated in the development of the original evaluation state-
ments. . Leadership for that activity was furnished by the State
representatives.

iv
