GENERAL <br /> <br />This report is the 22nd Annual Operating Plan for the Fryingpan-Arkansas <br />Project (Project). The Project is now complete and consists of federally <br />owned dams, reservoirs, conduits, tunnels, pumping plants, a pumped-storage <br />powerplant, electric transmission lines, substations, and other facilities. <br />These features are located in the Fryingpan River and Hunter Creek drainage <br />areas of the Colorado River Basin and in the Arkansas River Basin in central <br />and southeastern Colorado. <br /> <br />These extensive works provide orderly and beneficial use of water for <br />irrigation, hydroelectric power generation, municipal and industrial uses, <br />flood control, and other incidental benefits, such as fish and wildlife <br />preservation and recreation. <br /> <br />This report provides the basis for increased cooperation and understanding <br />among all concerned with the coordinated operation of the Project. The <br />report has two main parts. The first part reports the results of actual <br />operations in water year 1990 (October I, 1989, to September 30, 1990). The <br />second part presents operating plans for water year 1991 (October I, 1990, <br />to September 30, 1991). <br /> <br />In establishing the general plan for future operations, three possibilities <br />are considered: (1) a reasonable maximum water supply; (2) a reasonable <br />minimum water supply; and (3) a most probable water supply. These three <br />conditions of water supply were derived by statistical analysis of <br />'historical water supply data. After review of the monthly snow surveys <br />prepared by the Soil Conservation Service, the plans will be revised based <br />on the projected water supply. <br /> <br />The Project was authorized under Publ ic Law 87-590, 87th Congress, H.R. <br />2206, on August 16, 1962. This law provides that the Project will be <br />operated under the Operating Principles adopted by the State of Colorado <br />on April 30, 1959, as amended December 30, 1959, and December 9, 1960. <br />These Operating Principles were published by the 87th Congress, 1st Session, <br />as House Document 130. <br /> <br />1 <br />
