The Board's water will either be bypassed <br />through Turquoise lake for storage in Clear Creek Reservoir (by exchange <br />with native water) or for direct flow usage at Pueblo or be stored in their <br />long-term storage space in Turquoise lake. The, City of Aurora water will <br />be stored in their long-term storage space. <br /> <br />The city of Colorado Springs can store all of the native inflow to Turquoise <br />lake when they are in priority (maximum of 17,416 acre-feet). <br /> <br />Water rel eased from Turquoi se lake in excess of ei ther instream minimum <br />flow or flow to meet downstream senior rights along lake Fork will be <br />diverted into the Mt. Elbert Conduit. The water will flow through Mt. <br />Elbert Powerplant and then be released to the Arkansas River from Twin lakes <br />via lake Creek. <br /> <br />The minimum release into lake Fork is 15 ft3/s, or natural inflow, whichever <br />is less. <br /> <br />Table 16 and exhibit 22 show the proposed operation of Turquoise lake in <br />WY 1991. <br /> <br />E. Federal Fish Hatcherv and Halfmoon Creek Diversion <br /> <br />The Federal Fish Hatchery near leadville, Colorado, will be supplied <br />flow-through Project water at a rate of up to 6.7 ft3/s as has been done in <br />past years. This flow is released from Turquoise take through Mt. Elbert <br />Conduit to the fish hatchery and then into the Arkansas River. The flow is <br />later stored, less appropriate transit losses, in Pueblo Reservoir. <br /> <br />The planned operation of Halfmoon diversion is to divert all the flow in <br />Halfmoon Creek, to the maximum diversion capacity of 150 ft3/s, which is in <br />excess of the downstream call on Halfmoon Creek or the instream minimum <br />flow. At times, this diversion flow may be restricted due to operational <br />releases from Turquoise lake into Mt. Elbert conduit. The diverted flow <br />plus the release will pass through Mt. Elbert Powerplant and will then be <br />released to the Arkansas River via lake Creek. <br /> <br />32 <br />
