Construc-
tion cominued on a regular schedule
each year thereafter.

The Honorable John M. Sayre,
Assistant Secrelary of Interior for Water
and Science, was the principal speaker
at the ceremony, held near the Pueblo
Reservoir, Northside Marina at 10:00 a.m.
Friday, September 28. Selby Young. first
President of the District reviewed the
history of the District and Project.
Representatives from various agencies
were scheduled to Speilk. Unfortuniltely,
a heavy rainstorm set in shortly after
the ceremony began, and Milster of
Ceremonies and General Manager,
Charles L. Thomson, declared the
"Dedicalion Ceremony" a "Baptism",
and concluded the festivities early.
Distinguished visitors then jOined a
large crowd of area citizens for a BBQ
luncheon. It was agreed the rain,
while a disrupti-.e factor for the
ceremony, was a positive sign as to
the absolute importance of the
Fryingpan-Arkansas Project as a water
management facility.

REPAYMENT CONTRAa

The Reclamation Act of 1902 and
i1mended in 1982, requires that a
Repd)'ment Contract be entered inlo
between a legal lal(ing agency and the
United States to repay the reimburs-
able costs of a Rfflamation Project
such as the Fryingpan.Arkansas
Project. The Southeastern Colorado
Water Con!>ervancy District was created
under Colurado Stilte Statutes to be
that legal agency, and on January 21,
1965, the Board of Directors entered
into a Repay-menl Contract which
continued until October 23, 1981,
when a final Repayment Comrad
between the Dislrict and the United

Con~tl1KTl()ft 01 tile fout1lilln \all~ P,..-line begiln eilrly in '900 ...iI~ complerr!'d In 1985 to
pwvrdP ProJl"Cf "'.Iter irx Colorildo 5ponsl.
