<br />of the United Stat~ and the lale John
<br />F. Kennedy, President of the United
<br />Stale~, authorized the comtruction of
<br />the Fryingpan""'rlwma~ ProJect, which
<br />would change the water management
<br />programs for the better for yea~ to
<br />come. Public Law 87-590, authorizes
<br />the comtruclion and operation of the
<br />Muhlpurpo~e Project. On January 21,
<br />1965, the member~ of the Board of
<br />Diredor~ of the District entered into a
<br />Repaymen. Contract with the United
<br />Slates to repay the reimbursable co~ts
<br />1n\oQ1..w in the construction. The final
<br />Repavment Contract wa~ ~igned be-
<br />tween the Di~trict and the United
<br />Stale October 23, 1981.
<br />
<br />Comtruction on the Project began on
<br />Ruedi Reservoir In 1964. and
<br />continued at a steady pace each and
<br />every year. The Project was declared
<br />complete in 1982, with the el(ceplion
<br />of completion of the second unit at
<br />the Mt. Elbert Power Plant. four
<br />different Presidents or' the United
<br />States ~el'\'e'd during the con~tructlon
<br />perIOd. and many water resource
<br />program~ were changed during the 20
<br />~ar~, including pa~~i1ge oi the
<br />Niltional Environment Policy Act in
<br />1969, the Federal Energy Act oi 1973,
<br />the Pre~ident Jimmy Carter "Hit List"

<br />Officials from the US Bureau of
<br />Reclamation and the District joined
<br />with representati-.es from the Colorado
<br />Department of Nalural Resources,
<br />Division of Parks and Outdoor Recrea.
<br />lion, Division of Wildlife, and the US
<br />Forest Service in officially com-
<br />memorating the completion of the
<br />Fryingpan.Arkansas Project and Pueblo
<br />Fish Hatchery on September 28, 1990.
<br />Construction began on Ihe Project in
<br />1964 with the ground breaking for
<br />Ruedi Dam and ReseM)ir. Construc-
<br />tion cominued on a regular schedule
<br />each year thereafter.

<br />The Honorable John M. Sayre,
<br />Assistant Secrelary of Interior for Water
<br />and Science, was the principal speaker
<br />at the ceremony, held near the Pueblo
<br />Reservoir, Northside Marina at 10:00 a.m.
<br />Friday, September 28. The speakers
<br />pl,nform included charter, past, and
<br />present members of the Board oi
<br />
<br />Directors. Mr. J. Selby Young. first
<br />President of the District reviewed the
<br />history of the District and Project.
<br />Representatives from various agencies
<br />were scheduled to Speilk. Unfortuniltely,
<br />a heavy rainstorm set in shortly after
<br />the ceremony began, and Milster of
<br />Ceremonies and General Manager,
<br />Charles L. Thomson, declared the
<br />"Dedicalion Ceremony" a "Baptism",
<br />and concluded the festivities early.
<br />Distinguished visitors then jOined a
<br />large crowd of area citizens for a BBQ
<br />luncheon. It was agreed the rain,
<br />while a disrupti-.e factor for the
<br />ceremony, was a positive sign as to
<br />the absolute importance of the
<br />Fryingpan-Arkansas Project as a water
<br />management facility.

<br />REPAYMENT CONTRAa
<br />
<br />The Reclamation Act of 1902 and
<br />i1mended in 1982, requires that a
<br />Repd)'ment Contract be entered inlo
<br />between a legal lal(ing agency and the
<br />United States to repay the reimburs-
<br />able costs of a Rfflamation Project
<br />such as the Fryingpan.Arkansas
<br />Project. The Southeastern Colorado
<br />Water Con!>ervancy District was created
<br />under Colurado Stilte Statutes to be
<br />that legal agency, and on January 21,
<br />1965, the Board of Directors entered
<br />into a Repay-menl Contract which
<br />continued until October 23, 1981,
<br />when a final Repayment Comrad
<br />between the Dislrict and the United
