It is anticipated that this management plan will <br />generally fulfill the basin planning needs for that portion of <br />Nebraska's state Water Plan. It includes six of the 13 river <br /> <br />basins delineated by Nebraska for planning purposes. <br /> <br />After approval by the Missouri River Basin Commission, the <br />report will be forwarded to the Water Resources Council with the <br /> <br />official comments of the State of Nebraska and the heads of the <br /> <br />federal departments and agencies and interstate agencies from <br /> <br />which a member of the Commission has been appointed. The Council <br /> <br />will forward the report to the President for his review and <br /> <br />transmittal to the Congress and to the Governor and Legislature <br />of Nebraska. <br /> <br />Study Scope <br />This study is of reconnaissance level. Specific problem <br />areas were identified and analyzed and a flexible plan for water <br /> <br />and related iand resources management is recommended. However, <br /> <br />specific projects and programs included in the plan were anlyzed <br /> <br />only to the point where economic and environment~l justification <br /> <br />is indicated. More detailed studies must be accomplished prior <br /> <br />to implementation of indlvidual projects and programs to re- <br /> <br />confirm justification under current conditions. <br /> <br />The study focus is on the period 10 to 25 years in the <br /> <br />future, but analyzes problems and needs to the year 2020. <br /> <br />It was possible to analyze and include only those local <br />projects and programs which are so well established as to make <br />
