<br />1-3 <br /> <br /> <br />09.266S' <br /> <br />References to the Platte River Basin in Nebraska stated: <br /> <br />"The framework study clearly revealed that there <br />is a need to more fully coordinate tributary plan- <br />ning to resolve the main stem or basin water <br />problems and to more fully attain the available op- <br />portunities for resource development. To accomplish <br />such planning will require the closing of "data <br />gaps" revealed by the framework study and will require <br />a complete water system analysis. The principal data <br />gaps are: (1) need for better knowledge of the inter- <br />relationships of ground and surface waters, (2) in- <br />ventories of water uses and wastes, (3) delineation of <br />agricultural waste sources, and (4) general water <br />quality surveys." <br /> <br />Nebraska State Water Plan <br /> <br />By action of the Legislature in 1967, the Nebraska Soil and <br /> <br />Water Conservation Commission (now the Natural Resources Com- <br /> <br />mission) was directed to analyze the soil and water resources of <br /> <br />the state and to prepare a comprehensive water and related land <br /> <br />plan for the State of Nebraska, this to be known as the State <br /> <br />Water Plan. <br /> <br />One section of the plan was completed and published in May <br /> <br />1971 under the title "Report on the Framework Study." In ad- <br /> <br />dition, the State Water Plan includes "The Basin Studies, the <br /> <br />Status Summary, and the Special Recommendations." <br /> <br />The stated purpose of the Framework Study was: <br /> <br />"to provide a broad, conceptual framework for the <br />orderly, efficient development and management of the <br />state's water and related land resources. It is an- <br />ticipated that this study will act as a guide to all <br />federal, state, and local entities engaged in plan- <br />ning, design, construction, and operation of resource <br />development projects in Nebraska." <br /> <br />It was recommended in the Framework Study that the Governor <br /> <br />and Legislature should insure that all planning for development <br /> <br />and utilization of the state's ,water and water related resources <br />
