During periods when no conservation <br /> <br />storage is contained in the reservoir, diversions should <br /> <br />be administered on the priority basis. <br /> <br />4. The required delivery of water at the stateline, <br /> <br />during times of Kansas demand, is an amount that is <br /> <br />equivalent to 40 percent of the releases at John Martin <br /> <br />Dam. When return flow and other accretions into the <br /> <br />Arkansas River are not sufficient to meet the require- <br /> <br />ments, the amounts of additional water that are required <br /> <br />to meet the requirements must be passed by Colorado <br /> <br />headgates. <br />
