<br />.~.:>; <br /> <br />o <br />'"=> <br />c.~ <br /> <br />c.':, <br /> <br />w <br />o <br /> <br />, :'. <br /> <br />CHAPTER 3 <br /> <br />THE RESERVOIR OPERATION SIMULATION MODEL <br /> <br />The purpose for developing the reservoir operation <br /> <br />simulation model was to calculate the headgate diver- <br /> <br />sion shortages in Water District 67 and the state line <br /> <br />flows that are necessary for evaluation of operational <br /> <br />plans. Irrigators in Colorado will be concerned with <br /> <br />only the diversion shortages that an operational plan <br /> <br />produces while Kansas irrigators will be affected by <br /> <br />the stateline flows during the irrigation season. <br /> <br />During the process of developing the reservoir <br /> <br />operation simulation model the assumption was made that <br /> <br />irrigators in Kansas will agree to an operational plan <br /> <br />that guarantees them delivery of an amount of water at <br /> <br />the stateline that is at least equal to 40 percent of <br /> <br />the releases at John Martin Dam. This assumption, <br /> <br />while not in strict accord with the provisions of the <br /> <br />compact, is compatible with the intent of the compact <br /> <br />and had little effect on computed deliveries of water <br />
