(4) cost estimates for quantification and <br />general budgetary requIrements projected for quantIfyIng the reserved <br />rights of each agency. (5) establishment of a priority list of areas <br />where reserved rights would be quantified wIth consideration being given <br />to areas where ongoing adjudications are taking place and areas where <br />water supply Is exceeded by current demand. and (6) a comprehensive <br />program for the quantIfication of at I federal reserved water rights <br />withIn a certain tIme perIod. <br />The Task Force sought to Involve states and the affected public <br />In Its work. Because the problems and questions associated with reserved <br />rights most directly affect the Western United States. the Secretary <br />of the Interior sent letters to al I the Governors of the Western <br />States on October 19. 1978. seeking theIr cooperation In the work of <br />the TaSk Force and asking for a response to ten specIfic questions <br />covering areas of major concern. All of the states responded to the <br />Secretary's request and their concerns were carefully considered by <br />the Task Force. The Task Force also published In the Federal Register <br />on November IS, 1978. a notIce seeking general public participation <br />In the work of the Task Force. asking that these same questions be <br />addressed.
