<br />flood control measures, there is an even more.
<br />urgent need to develop a truly comprehensive
<br />plan for the total 'management of the water
<br />resources of the entire State. This plan should
<br />include water quality management and must
<br />consider providing for stream flow <,!ugmentat-
<br />ion and for enhancing environmental qualities.
<br />Provisions for future water supplies must also
<br />be included with ample consideration given
<br />to use of ground water. A comprehensive co-
<br />ordinated plan can be developed and imple-
<br />mented only with full participation of all agen-
<br />cies and then only if the public can also be
<br />involved.
<br />Recognizing the need for a mechanism
<br />capable of coordinating, not only the flood con-
<br />trol activities, but also other natural resource
<br />development and management activities of
<br />the Federal and State agencies, the Board of
<br />WateT Commissioners, in May of 1974, pre-
<br />sented a proposal to initiate a Statewide Water
<br />and Land Resource Study utilizing all of the
<br />State and Federal agencies in Mississippi.
<br />When undertaken, this Study will provide bo~h:
<br />a means to evaluate the worth and relative
<br />effectiveness of past, ongoing, and proposed
<br />programs and plans for resource use and man-
<br />agement; and a vehicle through which Federal
<br />State, local, and other entities having statu-
<br />tory responsibilities for planqing and managing
<br />the use of Mississippi's water and land re-
<br />sources may participate in a coordinated,
<br />unified effort to define goals, objectives, and
<br />resource management strategies.

<br />The application for a Level B Study was
<br />made to the U.S. Water Resources Council.
<br />When the funds are made available, the de-
<br />tailed items to be considered in the project
<br />will be assigned to appropriate agencies.
<br />This will provide the mechanism to utilize the
<br />expertise of each agency and to develop the
<br />needed plan to manage the resources of the
<br />State for the best interest of all our people.
<br />Many of our leaders feel that sufficient
<br />funds and effort are presently being expended
<br />to prepare this needed plan-what is recom-
<br />mended is that the planning be better coordi-
<br />nated so that the entire resource base can be
<br />considered at the same time.
