This plan should
include water quality management and must
consider providing for stream flow <,!ugmentat-
ion and for enhancing environmental qualities.
Provisions for future water supplies must also
be included with ample consideration given
to use of ground water. A comprehensive co-
ordinated plan can be developed and imple-
mented only with full participation of all agen-
cies and then only if the public can also be
involved.
Recognizing the need for a mechanism
capable of coordinating, not only the flood con-
trol activities, but also other natural resource
development and management activities of
the Federal and State agencies, the Board of
WateT Commissioners, in May of 1974, pre-
sented a proposal to initiate a Statewide Water
and Land Resource Study utilizing all of the
State and Federal agencies in Mississippi.
When undertaken, this Study will provide bo~h:
a means to evaluate the worth and relative
effectiveness of past, ongoing, and proposed
programs and plans for resource use and man-
agement; and a vehicle through which Federal
State, local, and other entities having statu-
tory responsibilities for planqing and managing
the use of Mississippi's water and land re-
sources may participate in a coordinated,
unified effort to define goals, objectives, and
resource management strategies.

..--..r:-> .---..,,1;,:. -..::.:~..:..~.::~:.., '.. .i:.....5::""""
;g';;:' 6.i8~-I" 5.48 .-".,.
. a ',,~, 5 51 I
Feb. 1975 b 7. 95 _.~At ',0 ';o'n~EAST: __,
Feb.Normal 5.32 NO~1~t_^L n 99%-'
/"I'PPI._ '116% I!
.. .t.... .O.EI.T,^ ' o.
