The surplus reVenues can be used to provide finan- <br />cial assistance to project functions as required. Through this <br />means, the repayment of the total development under established <br />procedures is assured. <br /> <br />In addition to providing a source of financial assistance, the <br />powerplants which are included in the plan would also provide <br />a source of low-cost electric energy which will be necessary <br />in connection with the operation of the project and associated <br />public resources development programs in the Pacific Southwest. <br /> <br />The development program in the Pacific Southwest Water Plan is <br />sound in its basic ~oncepts. Much remains to be done, however, <br />to define it better in scope and detail. Responsive to your <br />instruction, work will continue during the period of review <br />immediately ahead to augment the analyses and improve the plan, <br />and in the months and years ahead, the full dynamics of the <br />program can be measured and the plan can be perfected in all <br />of its detail.
