<br />OJ2513 <br /> <br />very large investment of Federal funds. Therefore, in order to <br />ensure the success of the ultimate proposal I should particularly <br />like to solicit recommendations and suggestions that might scale <br />down the size of the initial phase proposal to be presented to <br />the Congress while accomplishing its objectives. <br /> <br />I <br /> <br />The second matter relates to the proposed second phase plan <br />which is outlined in this report. You will recognize, at the <br />outset, that very few of the second stage proposals have been <br />studied in depth, and it is obvious that the regular process of <br />exhaustive analysis will have to be followed before any of these <br />long-range proposals can be presented for authorization. Of <br />course, we will welcome your suggestions, comments, and criticisms <br />regarding the component parts of the second stage plan, but I <br />should caution you that the second phase was sketched in largely <br />to indicate what might be accomplished in the long run if a sound <br />regional plan--supported by a basin-wide development fund--were <br />established. Naturally, we invite your comments and observations <br />concerning this portion of the report, but I strongly urge that <br />you give paramount attention to the elements included in the first <br />phase. (On the other hand, you should feel entirely free to suggest <br />that any elements listed in the second phase, when the subject of <br />detailed feasibility studies, might be shifted into the first phase <br />program. ) <br /> <br />I <br />I <br />II <br /> <br />I have one final request. I fully intend to meet the commitment <br />made in my June 12 letter, and intend to be ready to present the <br />plan to the Congress early next year. Consequently, we must insist <br />that you strictly adhere to the 90-day statutory period provided <br />for review and comment--indeed, if it is at all possible I should <br />like to request that your planning people give this report first <br />priority and provide us with your comments and recommendations well <br />in advance of the expiration of the 90-day period. <br /> <br />II <br />, <br /> <br />In conclusion, let me state that my experts are prepared to confer <br />at any time on questions that may arise in the processing of this <br />report.
