I would like the Board members to review it for possible conflicts and provide me with <br />comments. I would note that there is onc apparent conflict dcaling with the August meeting <br />coinciding with the NWRA Water Seminar in Skamania Lodge, Stevenson, Washington. The Board <br />may want to consider moving off that date. I plan on asking for approval, of the meeting schedule <br />at the Board's December meeting in Las Vegas, Nevada. <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Reoort <br /> <br />During September 2000, storage in the major Upper Basin reservoirs decreased by <br />501,000 acre-feet and storage in the Lower Basin reservoirs decreased by 207,000 acre-feet. Total <br />System active storage as of the end of September was 50.752 million acre-feet (mal) or 85 percent <br />of capacity, which is 5.096 mafless than one year ago. <br /> <br />October releases from Hoover, Davis, and Parker Dams averaged 9,570, 12,140 and <br />9,160 cubic feet per second (efs), respectively. Planned releases from those three dams for the <br />month of November 2000 are 13,300, 10,300 and 6,900 cfs, respectively. The November releases <br />represent those needed to meet downstream water requirements and to conduct dredging operations <br />above More\os Dam. <br /> <br />The preliminary observed April through July 2000 unregulated inflow into Lake Powel1 was <br />4.352 maf, which is 56 percent of the 30-year average for the period 1961-1990. The preliminary <br />observed unregulated inflow into Lake Powel1 for the 1999-00 water year was 7.3 10 maf, or <br />62 percent of the 30-year average. <br /> <br />The Lower Division states' estimated consumptive use of Colorado River water for calendar <br />year 2000, as estimated by Board staff, totals 8.548 ffiaf and is projected as follows: Arizona, <br />2.873 maf; California, 5.376 maf; and Nevada, 0.299 maf. Estimated additional unmeasured return <br />flow credits of 0.248 mafwould reduce the total amount to 8.300 maf. For calendar year 2000, the <br />Central Arizona Project (CAP) is projected to divert 1.425 maf, of which 0.3 I 5 mafis to be credited <br />to the Arizona Water Bank, and The Metropolitan Water District of Southern California (MWD) is <br />projected to divert 1.302 maf. <br /> <br />j <br />
