<br />OJ32<3 <br /> <br />FOREWORD <br /> <br />This "issue analysis report" on the subject of the "ultimate development concept" <br />was authorized by the Board of Directors of the Missouri Basin States Association on <br />August 10, 1983. It consists primarily of a review of written material on the <br />subject, both by proponents and opponents of the concept as it is used in determining <br />rates for hydroelectric power generated at federal water projects. <br /> <br />David K.
