The river drains 40,000 square miles <br />of our te rri tory, '.l'his means 47'f1, of the vlhole area of the <br />commonwealth. Whatever ;u'l1l'Pens to this liquid wealth, determines <br /> <br />the future of one-half of our corporate entity. <br />Realizing furthermore, the futility, the wastefulness, the <br /> <br />dCl'Jn right folly of litigation, particularly as experience has <br /> <br /> <br />taught us in the adjudic1ction of WfJter rights, it !Jas been our <br />.
