We are qUite <br />proud of this publication and continue <br />to ask our readers for suggestions on <br />ways to improve. WATERNEW$ is <br />published as a means to update you <br />about current water issues. storage <br />levels. maintenance projects, and <br />studies relating 10 the CoST and <br />Windy Gap prOJects. <br /> <br />If you have a story idea or picture you <br />think would fit wallin WATERNEWS, <br />please pass it along 10 our editor, <br />Brian Werner. <br /> <br />MuCh of this issue deals specifically <br />with CoST water operations - the <br />primary reason the District exists. To <br />this end. the District has and always <br />will try 10 operate the projects In the <br />mosl efficient and economical <br />manner possible. In this issue <br />the 1990 water year is recapped as <br />well as a look forward to lhe 1991 <br />season. <br /> <br />The District has deCided to <br />implementlhe carryover water <br />program again for 1991, The article <br />on page 4 details this program. <br />Another story discusses the <br />NCWCD's inclusion process. <br />including recent inclusions ot Ft. <br />Lupton, Hudson, and Nunn. With <br /> <br />new stricter water quality standards <br />in effect. many smaller towns face <br />the very real problem 01 not being <br />able to comply without spending <br />huge sums 01 money on treatment <br />plant upgrades. <br /> <br />A change of allotment contract policy <br />for Class D allotments will go into <br />effect in October 1991. The article <br />on page 9 discusses the reasons for <br />the change. <br /> <br />The District continues to expand on <br />its educational efforts. A History of <br />Water Development display is now <br />available for your group or <br />organization. District personnel are <br />also available to come talk to your <br />civic group, church group, or <br />classroom, I encourage you to take <br />advantage of the many <br />knowledgeable people working here <br />at the District. <br /> <br />The 1990 waler season was a good <br />one for northeastern Colorado, We <br />hope for more at the same in 1991. <br />In order to continue managing waler <br />in the most effiCient manner poSSible <br />we ask that all water users use water <br />carefully.
