The small drawdown shown in Table 6 can
be avoided by prudent operational procedures in conjunction with the
proposed sale which would result in no appreciable effect on the reservoir
during periods of peak recreational use. The changes in elevation shown in
Column 5 cannot be added to obtain the total drawdown resulting from the
proposed sale because of refilling that occurs during the year.

Because there are no return flows, this sale would have no direct effect on
TDS in the Colorado River.

Summer water temperatures in the Fryingpan River below Ruedi Reservoir are
an average of 12'F cooler as the result of reservoir releases according to
the 1975 Final Environmental Impact Statement on the Fryingpan-Arkansas
Project. It is anticipated that the relatively small releases required by
the proposed sale would not further alter summer water temperatures.

Due to the vagaries of nature, uncertainty of the predictions regarding the
future levels of basin development in Colorado, and the need to have an
uninterrupted water supply for the oil shale plant, it is recommended that
the replacement water agreement on Ruedi Reservoir be for the amount of up
to 6,000 acre feet per year.

(15)
