<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />"".,!..' i <br />J{:;."" <br /> <br />SECTION V - CONCLUSION <br /> <br />Utilizing the 5 percent carriage loss, it has been determined that the re- <br />lease rate from Ruedi Reservoir to provide replacement water to the Dow <br />Pumping Plant and Pipeline 15 cfs diversion is 15.79 cfs. Based on the <br />thirty-year detailed study, the total replacement water release from Ruedi <br />Reservoir will average 2,674 acre feet per year. This will be at a rate of <br />15.79 cfs over an average of approximately three months per year. For the <br />maximum demand year, a total of 4,788 acre feet per year is required to <br />support the direct flow water right at the Dow pumping plant. This release <br />would be at a rate of 15.79 cfs and would be made during the months of <br />October, April, July, August and September. <br /> <br />Total releases from Ruedi Reservoir will always be equal to the minimum fish <br />bypass or the undepleted inflow to the reservoir, whichever is least, plus <br />operational releases to maintain pool elevations and provide storage space <br />for flood control, or for special uses downstream. When sales of reservoir <br />water are made, there will also be releases to provide this water as <br />requi red. <br /> <br />At the present time there have been no long term sales of reservoir water <br />and no replacement requirements for diverted water to the Arkansas. In the <br />interim, operation of the reservoir has been primarily to satisfy the inci- <br />dental purposes of flood control and recreation. As shown in Table 1, <br />Column 8b, operational releases above the minimum required have been made in <br />every month. The demands for replacement water for Colony Shale Oil Project <br />depletions were less than the operational releases from Ruedi Reservoir in <br />all but three months of 1977 and two months in 1978. Thus, by comparing <br />Colony Shale Oil Project demands in Column 8d, Table 1, with the operational <br />releases in 8b, it is evident that present operation policies could accommo- <br />date a sale to the Colony Shale Oil Project virtually all the time. <br /> <br />(13) <br />
