Releases are based on
predictions of inflows during that period. After April 30 the reservoir is
fi lled to capacity at elevation 7766 by spring runoff.

I
I
I
I
I
I
I
I
I
I
I
I
I
I

The expressed purposes of the Ruedi Reservoi r are to provi de rep 1 acement
storage for diversions to the Arkansas River to protect western slope users
and to provide storage water for agricultural, industrial, and municipal
uses. Because full diversions have not been made to the Arkansas and no
long term sales of Ruedi water have been made, the reservoir is presently
operated to satisfy the incidental purposes of recreation and flood control.
While to date no long term contracts have been entered into, short term
sales of Ruedi Reservoir water have been made to the Colorado Highway
Department, the Battlement Mesa development and others.

In order to provide flood control storage space in the reservoir, releases
have been made in excess of the minimum required and fish bypass flows have
been maintained even when they were greater than the undepleted inflow. It
is anticipated that releases will more closely conform to the operating plan
as sales are made of Ruedi water and facilities are completed for increased
diversions to the Arkansas.

(4)
