Box 11350
Service Salt Lake City, UT 84147

July

TO: All Holders of USDA Salinity Report Uintah Basin, Utah January 1979

SUBJECT: 1987 Review USDA Salinity Report Uintah Basin, Utah January 1979

As a result of reviewing the USDA Salinity Report Uintah Basin Unit and
accomplishments of program implementation over the past five years, it is
apparent that the original planned amounts need to be revised to reflect
current conditions. Consequently, we are sending you this letter to provide
you with this updated information.

Salt load reduction amount has been increased to 98,200 tons per year upon
project completion. This increase in salt load reduction results from adding
salt load reduction achieved by the USDA off-farm lateral improvements not
previously taken credit for, and some increase in on-farm improvements.

In response to the needs of the Colorado River Salinity Control Forum and the
USDA Colorado River Salinity Control Coordinating Committee and in cooperation
with the Colorado River Salinity Control Technical Policy Coordinating
Committee, all cost and benefit values were redeveloped and formated so that
this report would be consistent with all other Colorado River salinity control
projects.

Total average annual costs are $11.9 million and total average annual benefits
are $12.7 million. Benefits are distributed approximately 41 percent to
on-farm and 59 percent off-farm. The USDA Colorado River Salinity Control
Coordinating Committee established 70 percent federal cost-share for
implementation of on-farm salinity control practices.

At 70 percent federal cost-share, federal cost for plan implementation is
approximately $67 million. All cost and benefit values based on January 1986
cost and price levels were amortized where necessary over a 50 year project
life at 8-5/8 percent discount rate.

Plan review report~ en~~ed.

:/1 :1Q G)~ Ih+,.s

FR~ T.
