28

37

.

of water to the Yuma Project in Arizona?
MR. CLAYTON: One of the obHgations they undertook
under the All-American Cimal contract was to make those deHv-

eries through Siphon Drop to the Yuma Project.
MR. CARSON: AnYbody else from Arizona have any ques-

tions?

MR. AVERY: Mr. Clayton, I have a question: United

States supervisIon would only be over the water delivered to

Mexico, wouldn't it?

MR. CLAYTON: Primarily the supervision of the United

States would-be over the water to be delivered to Mexico, but

incident to that would be some supervision over the operation

of the Canal, the power plant, and the Pilot Knob Wasteway.

MR. CARSON: ~w. Clayton, one other question: Then

under this proposa,l/ as you understand it, the Bureau of Recla-

mation would be completely ousted from control or jurisdiction

over the diversion of water to the Yuma Project or anywhere at

or below Imperial Dam, is that correct?

MR. CLAYTON: I wouldn't say under this proposal the

jurisdiction of the Bureau of Reclamation was ousted. I would

I
I
I
.,
I

say under the _HI-American Canal contract that the Imperial

Irrigation District has assumed that obligation, and the onl~'

effect the proposal has on it is that the operation of the Cana

shall be under such regulations as the United States w~y prescr' be.

MR. CARSON: Yes, but my question is: If this is all

turned over: to the Imperial Irrigation District, then the Bureal

of Reclamation would be ousted from the control it has heretQfole
