states should be kept advised of any Qegotiations or proposals

for amendment or modification of the All-American Canal contract

under the Treaty and that the interested states should be giver

an opportunity to be heard with respect to any such proposals.

I think in any event that would be the attitude of

the International Boundary and Wator Commission and the

Department of state. We have enjoyed,I think)the confidence

and respect of this Conimittee, and in turn this Committee ha,s

had the confidence and respect of the State Department and

the International Boundary and Water Commission, we have alwaYI

worked in harmony. We want to continue to work in harmony and

we want to keep you advised of ~;:~~~ developments and we

do want the benefit of your advice and counsel. The state

Department and the United States Section of the International

Boundary and Water Commission want to cooperate with this Com-

mittee to the fullest extent possible.

Last September we had a meeting in Los Angeles that

was attended by representatives of the Department of State,

the Boundary Commission, the Department of the Interior, the

Bureau of Reclamation, the Department of Justice, and the

Imperial Irrigation District. The purpose of the meeting was

to discuss the various means by which we could put into effect

the provisions of the Treaty on the Colorado River and particu

larly with respect to the All-American Canal, the Imperial

Dam and the physical works that are owned and operated by the

Imperial Irrigation District at Andrad~inCIUding the Rockwood

and Hanlon headings, and the stretch of the Alamo Ce.nal in the
