The total Project water supply of the :i:ryingpan..ArkansasProJect available <br /> <br />for allocation as estimated by the Bureau of Reclamation's Computer Operation Study <br /> <br />No. .f0051. including an estimated evaporation charge prorated equally to all storage <br /> <br />rights. is 80,400 acre-leet, 01 which 56,900 acre-Ieet are waters imported lrom the <br /> <br />Colo.r.do River a.nd its tributa.riea and 23.500 aere-feet are storable flood flows of the <br /> <br />Arkansas River and 1ts tributaries. None of the Winter Water Storage Project waters <br /> <br />are considered Project waters. <br /> <br />2. The quantities in Finding 1 above are premised upon the completion of the <br /> <br />Fryingpan-Arkansas Project. as now authorized by Congress and under average ordin- <br /> <br />ary operating conditions. The Board recognizes that there is no floor under importa- <br /> <br />tions from the Colorado River. and there 18 a ceiling of 120.000 acre-feet lrom which <br /> <br />there must be deducted internal Project uses, evaporation and transit losses. The <br /> <br />storable tlood flows on the Arkansas River may vary from 0 acre...leet to a full Pueblo <br /> <br />Reservoir in anyone year. <br /> <br />3. The Fryingpan-Arkansas Project mUSl be operated and its waters must be <br /> <br />allocated consistent with the requirements of the statutes of the United States. the State <br /> <br />ot Colorado, the Repayment Contracts between the United States and the Southeastern <br /> <br />Colorado Water Conservancy D1strict, and the Operating Principles. all as amended m <br /> <br />the past or luture. The Fryingpan-kkansas Project was authorized by Public Law 87- <br /> <br />590, 87th Congress. J. R. 2206. A1gust 16. 1962. and Section 3{a) thereol requires 'he <br /> <br />Project to be operated in accordance with the Operating Principles adopted by the State <br /> <br />or Colorado on December 9. 1960. and reproduced in House Document 130. 87th Con. <br /> <br />gress. Section 13 oC said Operating Principles specifies: <br /> <br />13.
