We have examined the Statement of Assets & Liabilities Arising from
Cash Transaotions of the Arkansas River Compaot Administration as of
June 30, 1981, and the Statement of Cash Reoeipts and Disbursements,
Changes in Cash Balanoe and the Statement of Cash Reoeipts and
Disbursements with Budget Comparison for the year ended June 30, 1981.
Our examination was oonduoted in aooordanoe with generally aooepted
auditing standards, and aooordingly, inoluded suoh tests of the
aooounting reoords and suoh other auditing prooedures as we oonsidered
neoessary in the oiroumstanoes.

As desoribed in Note 1 of the Notes to Finanoial Statements, the
aooompanying statements are prepared on the oash basis of aooounting
and aooordingly they are not intended to be presented in oonformity
with generally aocepted aooounting prinoiples.

In our opinion, Exhibits A, B & C present fairly the Assets and
Liabilities Arising from Cash Transaotions of the Arkansas River
Compaot Administration as of June 30, 1981, and the results of Cash
Transaotions for the year then ended on a basis oonsistent with the
previous year.
