The river outlets <br />and spillway will be constructed on the north side of the river. The river outlets <br />w~ll have a capacity of at ~ast 4,000 cfs to meet downstream irrigation require- <br />,nents and the combined capacity of the spillway and the river outlets will be 23,300 <br />cfs. In operation, discharges to the stream must be controlled to not more than <br />10,000 cfs until such time a~ the flood control Space is filled; then discharges may <br />equal the inflow. A separate outlet conduit will be provided to maintain service to <br />the Fort iJorgan Canal. <br /> <br />One of the main problems involved in the constl"u~':.~"n of Narrows Dam Vlill be <br />the relocation of approxvnately 30 miles of Union Pacific Railroad which nOIT tra- <br />verses the entire length of the reservoir. Tv~ main ~outes, one on either side of <br />the reservoir, were considered. It vIa's determi;led that'the relocation on the north <br />side of the reservoir, where the railroad is now located, "culd be the most advanta- <br />geous to the Government. However, negotiations have been en~ered into with the Rail- <br />road whereby they w,Juld do all the relocation \/Ork, wi'Gh the Government's obligation <br />limited to payment of estimated 'coat for replacement in kind. llelocation of State <br />Highway #144 and county roads and transmission lines would also be required. <br /> <br />Acquisition of hight-of-V~y <br /> <br />hights-of-waJ' to be acquired for the liarrows heservoir area include 26,150 <br />acres of lal".d and the i":lprovenents thereon. It is the policy of the Bureau to ac- <br />quire in fee the land needed for construction feat-Jre~ and that telow the elevation <br />at the top of the joint-use pool. Plood easements v/Quld be acq11ired for the 2,150 <br />acres of land lying between the top of the joint-use pool and the top of the flood- <br />control pool. This acreage is not included in the total previously mentioned. This <br />land could still be ~sed for agricultural purposes but hwaan occupancy would be <br />prohibited ~~der terms of the easements. hi~hts of ~,gress and egress for lands <br />covered by flood easements would be granted where necessary, Above the elevation <br />of the flood-control pool, no easements or title would be required, and no restric- <br />tions would be placed on use of tre land. <br /> <br />Within the right-of-way to be acq'Jired for Narrows Reservoir are the tovms of <br />"eldona, Goodrich, and 'Jrchard. I am referring specifically to <br />lands irrigated from the Weldona Canal lying Hithin the reservoir take line. It is <br />recognized that 'these direct-flow rights cOdld not be changzd to storage rights with- <br />out court order ar,d that in no. event would it be probable that the original priority <br />da.ta could be preserved.
