2920

viii

.,

A person attending this meeting pointed out that sediments now carried by
Bijou Creek and deposited on the farm lands by ditches diverting from the South
Platte River below the Narrows damsite often form a harmful crust. The question
was then raised, "Will Narrows provide sediment storage?" R. J. Tipton responded
to this question by outlining provisions made in the present plan for storage of
sediment in the r,arrows Reservoir and further stated that most of the heavy sedi-
ments carried by Bijou Creek during flood periods would be retained in the Reser-
voir.

i.

The question was also raised concerning the application of the 160-acre ~~ita-
tion law to lands supplied ~ater from the Narrows Dam. It was explained that in
all probability lands receiving supplemental water from the Na~rows Dam wOuld be
exempted from the 160-acre limitati,on, since lands served by tile Colorado-Big
Thompson "roject and located within the Northe!'n Colorado Hater Conservancy District
are exempted from this limitation. It was explained however, that the new lands
which would eventually be supplied water from this project would probably be sub-
ject to the 160-acre limitation (320 acres joint O1'mership, husband and 'iife).

The questions discussed above were raised by Arcn Tubiska, Howard Propst,
W. B. Giacomini, Mr. Barnard, \'" B. Culvervrell, Roy Drage, and Jac!; i,layan.

Written statements presented at the meeting are attached hereto as a
part of this compilation.

Oral statements were made at this me<,ting by H. Vance Austin on behalf
of the HEll in northeastern Colorado, who indica t2d it ',:as the desire that Narrows
Dam be constructed and that provisions should be ;:,2C'J in the construction for the
installation of power generation facilities at sue!'. ti,,,e as it becomes feasible.

"

Greeley Meeting. Approximately 1'0 qucst""ns '.,c,re raised t.y persons attend-
ing this meeting. These questions were cO!Jocc:rned primarily with the policy that
would be followed by the Bureau of ReclamRtion with respect to Viator rights for
Narrows Dam, the necessity for providing flood control of j~arrovis if th'3 Corps of
Engineers builds Chatfield Dam and provides dikes along the So~th Platts River to
the mouth of S~. Vrain Creek; the priority Narrows will hav~ with respect to Chat-
field Reservoi>> 1\nd other future upstream reservoirs which may be built with
Federal or private funds; the possibilities of upstrsam dams in lieu ef Harrows;
wld the political aspects of Narro;~ Dam; i.e., would it be a step in the direction
of a Missouri River Valley Authority if 'Narrows is constructed.

"

On the question of water rights, it ~as explained by Mr. J. H. Knights that
the Bureau of Recl=tion conteroplates operati,ng the dam in nccord''.!lce with State
water lm.s and that th~ filing for these \later rights Viit'h the State t:ngineor Viould
occur after construction was initiated. The q'clestion, "If Narrows Dam is con-
structed and a water right decree is granted', wouldn It that decree be ssnior to alr\;
decree granted for an upstream dam constrl~tedat a later date, and, flrrther, would'
it make, 'l1pstream.developments impr[,ctc.eal?", was answered bo' J. H. Knights and
R. J. Tipton, who stated, in effect, that acquisition of a water right for this da~
would be senior to one that mig.'Jt be acquired at a later date for <'J1 upstrec.m dam.
Further, it was pointed out that a flood control dmn llpstream would not control
