<br />O~1947 <br /> <br />In addition to solving the engineering and economic problems, it is <br /> <br /> <br />necessary to consider the human factors, which would include the elimination <br /> <br /> <br />of potential confl icts between various administrative and advisory agencies. <br /> <br /> <br />The utilization of the water resources of the Arkansas Valley must be <br /> <br /> <br />directed toward providing an adequate and dependable water supply to all <br /> <br /> <br />water users. <br /> <br />The water supply of the Arkansas Valley, whether of in-basin origin <br /> <br /> <br />or from transmountain importations, will ultimately determine the extent <br /> <br />of water use, which is a combination of beneficial and non-beneficial <br /> <br /> <br />consumptive use plus outflow from the state. Water use cannot exceed the <br /> <br /> <br />water supply for an extended duration without reducing the quantity of <br /> <br /> <br />water stored in the alluvial aquifer. The concept of basin management for <br /> <br /> <br />the Arkansas River presupposes that output from the the basin will be <br /> <br /> <br />controlled as to both areal extraction of ground water and reregulation <br /> <br /> <br />of surface flows. <br /> <br />2 <br />
