<br />2-01. Preliminary re~~sance report investigations, - Investi-
<br />gations made in connection with the. pre~iminary reconnaissance report
<br />consisted of a general reconnaissance, with a view toward determining the
<br />flood control needs of the area in the city of Trinidad subject to inun-
<br />dation from floods originating in Pinon' Canon, The investigations in-
<br />cluded an analysis of the flood damages, engineering design of structures,
<br />estimates of cost, and an analysiS of the economic justification of the
<br />plan ,of improvement. These investigations were preliminary in scope in-
<br />'asmuch as the report was prepared to indicate the probability of develop-
<br />ing a desirable pro'ject within the intept and limits of the authoriiw.

<br />Act approved 22 De,cember 1944 (Public Iiaw 534, 7tJth Congress, 2d Session),
<br />authoriiieda floodway pro.ject on the Purgatoire River for l(lcalflood
<br />Protection at Trinidad, Co~orado. A definite project report on the
<br />authorized Trinidad Floodwa.y,has been prepared and submitted to the
<br />Office, Chief of Engineers, 't'hrough the Southwestern Division Engineer,
<br />for approval. Investigations for revision of the Review Report on Flood
<br />Control"oh,Purgatoire River iJ;lclude consideration of a proposed multiple-
<br />purpose reservoir at the' Piedincint Bridge Dam site on Purgatoire River
<br />above Trinidad, The pinon ",Canon Dam project reported herein i$ com-
<br />pletely indepen4ent of the'authorizedfloodwayor any propo$ed reservoirs,
<br />(lh Purgatoire ,River. Floods originating on Pinon Canon cause damage
<br />before they enter the Purgatoire River. Therefore, benefits which would
<br />accrue to the flood control improvement from preventionof'flood damages
<br />on 'Pinon Canon would not dupl:l.cate benefits estimated to accrue to the
<br />autl10rized Trinidad Floodway' on 'the Purgatoire Hi ver.
