Purpose and scope. - The purpose of this appendix is to <br />present data relative to the current economic conditions and flood <br />problems within' the "nood plain or Pinon Canon I;xroyo at Trinidad, <br />Colorado, and an"1malysis of the benefits vlhich would accrue to the <br />flood control improvement discussed in the report. <br /> <br />II - IJllli, S'U'BJECT TO FLOODING <br /> <br />. <br /> <br />;;-Q:)'._ l)efj~rip:tion.. - ,The area subj,e9:t to f:!:oodin~ on Pinon Canon <br />l.rroyo, shown on plate 1, i.sdefined by the area overflowed during the <br />flood of 14 July 1948, the largest flood known to have occurred in re- <br />cent history. This flood plain contains about 40 acres of urban <br />deve~opmerit located in the' northwestern and centr&l'sections of. the city <br />of'l"rin'idad. Improvements withiri :the!;;rea,' inci'Ude:residemti'iu, business, <br />and rai1r'oad property., chUrohes, 'City streets and utilities. The rail- <br />road propertY" whi,ch consists of the Atchison, Topeka' and Santa Fe Rail- <br />way passenger' depot and a 'portion : of their yards is' lo cated in the <br />extreme'lower'end' of the f'l.bod plain adjacent to the Purgatoire River. ' <br />T'hebuiiiliess section adjoihs the railroad property and extends upstream <br />for a distance of about three blocks. The balance of; the area in the' , <br />floodplai:li' contains residential propertyi<Practioally all of the ' <br />residential unit'sare frame bungalows and two-story" 1<10mes which were <br />bunt in the ,early part of the century'., The business buildings are <br />primar1..J.yof inasonry oonstruotion' and' the majority 'are likewise, rather' <br />old. Most of the hOmes and business buildings have basements which, in, <br />times of flood, fill with water causing damage to heating: plants md' <br />stored g~o~s. <br /> <br />"2-'02,.
