<br />-a- <br /> <br /> <br />046:1 <br /> <br />SYLLABUS <br />-------- <br /> <br />. <br /> <br />Presented herein is the project report plan for the Pinon Canon <br />Dam, a small detention dam to provide local flood protection for a <br />po~tion of the city of Trinidad, Colorado, from flash floods origi- <br />na'ving on Pinon Canon Arroyo; a tributary of Purgatoire River. Author- <br />ization for construction of small flood control projects is contained <br />in section 205 of the 1948 Flood Control Act (Public Law 858, 80th Con- <br />gress, 2d Session), and as amended b.7 section 212 of the 1950 Flood <br />Control Act (Public Law 516, 81st Congress, 2d Session). <br /> <br />Authority for the preparation of this project report is contained <br />in the 2d indorsement from the Office, Chief of Engineers, to letter <br />SWKGC, Subject: "Preliminary Reconnaissance Report - Flood Control <br />Construction under Section 205 of the Flood Control Act of 1948, <br />Pinon Canon, Trinidad, Colorado," dated 16 May 1951. <br /> <br />The principal features of the project plan include: <br /> <br />a. A compacted earthen embankment approximately 675 feet in <br />length with a maximum height of about 67 feet above the arroyo bottom. <br /> <br />. <br /> <br />b. An ungated outlet consisting of an inlet structure with <br />trash rack, a 2-foot square reinforced concrete conduit 353 feet in <br />length, and a stilling basin. <br /> <br />c. A 75-foot wide spillway consisting of an ogee-shaped <br />weir, a retaining wall adjacent to the embankment, and unlined approach <br />and outflow channels. <br /> <br />The construction of the project would require the acquisition of <br />about 32 acres of land, including improvements; relocation of about <br />0.7 mile of a single-lane gravel road; and construction of a 20-foot <br />long single-lane pile bent bridge. In accordance with the provisions <br />of local cooperation specified in the authorizing legislation, the <br />city of Trinidad has given satisfactory assurances that it will pro- <br />vide all lands, easements, and rights-of-way for cOllilstruction of the <br />project; hold and save the United States free from damage due to the <br />construction works; and maintain and operate all the mrks after com- <br />pletion. In addition the city of Trinidad has agreed to relocate the <br />gravel rO'ad and construct the road bridge. <br /> <br />It is estimated that the project could be constructed in approxi- <br />mately 6 months at a total estimated cost of $175,000, of which ~)150,ooo <br />is Federal cost and \~25,ooo is non-Federal cost. The annual maintenance <br />and operation cost to be borne by local interests after completion of the <br />project is estimated to be \)500. <br /> <br />. <br />
