Notice to Prospective Offerors:

Subject: Solicitation No. 9-XX-40-07530 Entitled Preparation of
Feasibility and NEPA Documents for Investigation and Potential
Construction of Cogen~ration Plant at Glenwood S rin s Colorado
Cooperative Agree~ent)

You are hereby invited to submit a proposal covering the requirements set
forth in the enclosed sOlicitation.

The solicitation will lead "to the award of a cooperative agreement. All
proposals will be responsive to this type of financial assistance
arrangement. Section G will be made a part of any resulting cooperative
agreement.

If you elect to respond to this solicitation, submit the following:

1. An original, signed 5F-33, Solicitation, Offer and Award
2. One copy of completed Sections F, G, and H of the solicitation
3. An original and 7 copies of a signed Technical Proposal

All material should be submitted in' one complete package. The proposal
should be enclosed in packaging suitably labeled with the solicitation
number and title (see Section D for specific instructions on addressing the
proposal package). It is recommended that proposals be transmitted by
certified mail or some other secured form of transportation (note the terms
in Section D on late proposals). Proposals should be submitted to the
following office prior to 3: 00 p.m. local prevailing time on April 24, 1989:
