Cra1~ ,Joined the lJuternStates <br />Water Council in 1974 as Assistant Director, and has been <br />involved in many activities conc.rnin~ federal-state relations 1n <br />water taw, He has written several briefs which have b.aen <br />endorsed and filed 01 Illany of the western states before the <br />United States Supreme Court in water riaht8 litigation.
