Review of water conservation plans on a 5-year basis <br /> <br />. Finally in 1989, Reclamation established policy for the <br />content of water conservation plans, as follows: <br /> <br />.. Contractor's opportunities for water conservation and <br />problems relative to water use efficiency must be identified <br /> <br />.. More than one definite goal or objective for water <br />cOnservation must be stated <br /> <br />.. One goal must have a time frame greater than three years in <br />length <br /> <br />.. Measures or actions which are pertinent to the listed goal <br />must be specified <br /> <br />.. Appropriate time schedule for implementation must be set <br />forth <br /> <br />. National Wildlife Federation report entitled "Gathering Dust" <br /> <br />.. Alleges that many plans Reclamation has accepted are <br />inadequate <br /> <br />.. Don't agree with all of the report's particulars; do agree <br />that we generally need to require improvements in the <br />quality of plans <br /> <br />... statute and Reclamation's general guidance are <br />sufficient <br /> <br />... But, we need to better carry out and adhere to our own <br />guidelines <br />
