Likely to be some concern about EPA being involved in <br />agricultural water conservation. <br /> <br />3. To calm fears let me state 3 policies, more. personal than <br />official agency policy. <br /> <br />a) We need to conserve water, explain why. <br /> <br />b) <br /> <br />EPA respects the state laws that specifies that <br />states allocate water resources. <br /> <br />I <br /> <br />c) <br /> <br />EPA promotes an accommodation where <br />quality/quantity have an equal footing. <br /> <br />water <br /> <br />4. A few may not have fears removed - use acronym C. R. A. P. , <br />borrowed from some other speech. <br /> <br />5. Summarize current events in water conservation. <br /> <br />a) California drought <br /> <br />b) Imperial Valley <br /> <br />c) Prioritizing use <br /> <br />d) <br /> <br />Missouri River debate <br />including recreation. <br /> <br />full uses of system <br /> <br />e) LA/san Diego - reuse of wastewater in their plans <br />dual systems - reclamation <br /> <br />f) Destination - reclamation. <br /> <br />6. <br /> <br />Colorado River salinity - model of cooperation. <br />quantity/quality relationship. <br /> <br />Describe <br /> <br />7. Reflection is fun but can be stressful for misplaced uses. <br />Should show sympathy. Innovation nevertheless arises, some <br />environmental successes. Saved water can benefit ecological <br />systems, <br /> <br />8. Accommodation (quantity/quality) is hard, hard work - good to <br />strive for. <br />
