<br />(l;16~l <br /> <br />October 2, 1992 <br /> <br />Appendix B <br /> <br />Plan of Study /Task Description <br /> <br />Introduction: Provide appropriate introductory comments and information; discuss purpose <br />and background; describe study process. <br /> <br />Phase I <br /> <br />Task 1 - <br />(5%) <br /> <br />Summary of general issues in Rural-Urban Water Transfers <br /> <br />a) Describe and summarize general issues relating to rural to urban and <br />agricultural to non-agricultural water transfers. <br /> <br />b) Describe factors that contribute to, or make possible, water transfers <br />from the Arkansas River Valley including social, economic, agricultural, <br />and demographic factors. <br /> <br />c) <br /> <br />Describe and summarize historic water transfers in Arkansas River <br />Valley (Pueblo to Colorado-Kansas state line), and their social, <br />economic, agricultural, and environmental impacts in the valley. <br /> <br />( <br /> <br />Task 2 - Evaluate demand for Ft. Lyon Canal Co. water <br />(10%) <br />General demand patterns shall be established for the Front Range metropolitan <br />areas and other locations deemed likely to seek Arkansas River supplies. Analysis <br />shall include the magnitude and timing of the demand and whether the demand is <br />for: <br /> <br />a) - base supply <br />b) - interruptable supply <br />c) - drought period supply <br />d) - steady or variable demand <br />e) - other, as appropriate <br /> <br />Task 3A - Description of Ft.
