Lyon Canal Co.
Transfer Alternatives

Dear Mr. Patterson:

The Colorado Water Conservation Board (CWCB) is pleased to inform you that your
firm is one of the four finalists being asked to submit a proposal for the above referenced
study. The four finalists (in alphabetic order) are: Boyle Engineering Corp.; Gronning
Engineering Co.; JW Patterson & Associates, Inc.; and Wright Water Engineers, Inc. All
four firms were determined to be highly qualified to conduct the study based on Statements
of Qualifications (SOQ's) reviewed by a four person panel. The relative ratings of the firms
based on the SOQ evaluation will not be considered during the final selection process.

Enclosed please find a copy of the Plan of StudyjRequest for Proposal (POSjRFP)
prepared by the CWCB to be used in preparing your proposal. The CWCB has set the
following s..:hedule for proposal preparation and evaluation on:

1. POSjRFP available to four finalists: 4 PM, October 2, 1992.
2. Conference of four finalists with CWCB staff: 1 PM, October 9, 1992.
3. Written proposals due at CWCB: 5 PM, October 19, 1992.
4. Oral presentations at CWCB offices: Week of October 26, 1992.
5. Final ranking of consultants: October 30, 1992.
6. The
meeting will be limited to two (2) persons from each of the four finalist firms. At this
meeting the CWCB staff will answer questions concerning the POSjRFP, and the evaluation
process we will be following. We will also consider modifications to the above schedule, if
all four firms request 0. change and that change can be accommodated without significant

;:;
