<::>
(!:J
.-4

VERBAL STATBHENT BY
THE BOARD OF DIR&:TCIl.S OF mE SAN MIGUEL WATER CONSERVAt<<:Y DISTRICT
(If/II Ra/~)

Mr. Chairman and gentlemen of the Committee, my name is

Bill Raley. I am a member of the Board of Directors of the San Miguel

Water Conservancy District. Our project, together with the other two

southwestern Colorado water projects were authorized in 1968.

In that same legislation, a commitment was made by the Con-

gress to conatruct our project concurrently with the Central Arizona

Project. The CAP is under construction, and our projects are denied

additional advance planning funds.

The Department of the Interior has not completed the defi-

nite planning report nor have they started on an environmental im-

pact statement. The people in our rural area are extremely d1sillus~

ioned with the governmental process which, on the one hand promises

by authorization of our projects hope for the future and, on the other

hand, witnesses the Executive Branch delay our hopes by freezing the

funds necessary for the orderly development of our water resources.

The Congress made a commitment to the people and has in the

past, by appropriations of funds, kept that c~itment. We are asking

today that the Congress again demonstrate their intention to fulfill

these obligations.
