I am a member of the Board of Directors of the San Miguel <br /> <br />Water Conservancy District. Our project, together with the other two <br /> <br />southwestern Colorado water projects were authorized in 1968. <br /> <br />In that same legislation, a commitment was made by the Con- <br /> <br />gress to conatruct our project concurrently with the Central Arizona <br /> <br />Project. The CAP is under construction, and our projects are denied <br /> <br />additional advance planning funds. <br /> <br />The Department of the Interior has not completed the defi- <br /> <br />nite planning report nor have they started on an environmental im- <br /> <br />pact statement. The people in our rural area are extremely d1sillus~ <br /> <br />ioned with the governmental process which, on the one hand promises <br /> <br />by authorization of our projects hope for the future and, on the other <br /> <br />hand, witnesses the Executive Branch delay our hopes by freezing the <br /> <br />funds necessary for the orderly development of our water resources. <br /> <br />The Congress made a commitment to the people and has in the <br /> <br />past, by appropriations of funds, kept that c~itment. We are asking <br /> <br />today that the Congress again demonstrate their intention to fulfill <br /> <br />these obligations. <br />
