After <br />receipt of comments Dn a unit and careful consideration thereof, <br />the Secretary shall submit each final report with his reCDmmen- <br />dations, simultaneously, to the President, other cDncerned <br />Federal departments and agencies, the Conqress, and the ColDrado <br />River Basin States. <br /> <br />(b) The Secretary is directed-- <br /> <br />(1) in the investigation, planning, construction, <br />and implementatiDn Df any salinity cDntrol unit <br />invDlving control of sal inityfrom irrigation <br />sources, to CD operate with the Secretary of <br />Agriculture in carrying out research and demon- <br />stration projects and in implementing on-the-farm <br />improvements and farm management pract ices and <br />prDgrams which will further the Dbjective of this <br />title; <br /> <br />(2) to undertake research Dn additional methods <br />fDr accomplishing the Dbjective Df this title, <br />utilizing to the fullest extent practicable the <br />capabilities and resources Df Dther Federal <br />departments and agencies, interstate institutiDns, <br />States, and private Drganizations; <br /> <br />(3) TO DEVELOP A COMPREHENSIVE PROGRAM FOR <br />MINIMIZING SALT CONTRIBUTIONS TO THE COLORADO <br />RIVER FROM LANDS ADMINISTERED BY THE BUREAU <br />OF LAND MANAGEMENT AND SUBMIT A REPORT WHICH <br /> <br />9 <br />
