A <br />nominal service fee is Charged for film use. ~ free <br />catalogue of titles may be obtained from the National <br />Association of Conservation Districts Environmental <br />Film Service, P.O. Box B55, League City, Texas 77573. <br /> <br />The September 1971 issue of Ecology Today con- <br />tains a 15-page supplement, "A Film Guide to the <br />Environmental Crisis." Ecoloqy Today is published <br />monthly by Ecological Dimensions, Inc., P.O. Box lBO, <br />West Mystic, Connecticut 063B8. The current issue <br />has articles on birth control in India, the growing <br />availability of jobs in environmental management. <br />the judiCial process as it can affect environmental <br />disputes and electrochemistry as a solution to <br />energy supply problems. <br /> <br />-4. <br /> <br />. <br />CYCLE POWER DEFEATS HORSEPOWER <br /> <br />In the 1971 legislative session, organized Oregon <br />bicyclists slapped the state's highway lobby with <br />a stinging defeat. House Bill 1700, passed after <br />a year1s efforts by the bike riders, provides that <br />one percent of highway funds spent on the local, <br />county or state level will go for construction and <br />maintenance of a network of bike and foot trails. At <br />present rates of highway spending, $1,300,000 will <br />be available for bike ways. <br /> <br />NON-PROFIT GROUPS SEEK <br />EQUAL TAX BENEFITS <br /> <br />Bills have been introduced in the House and <br />Senate which would enable tax-deductible organiza- <br />tions to lobby on proposed legislation. Present <br />tax laws restrict such public interest groups to <br />educational activities. A finding that an organiza- <br />tion has been involved in substantial attempts to <br />influence legislation can lead to the loss of its <br />tax-exempt status and hence, the loss of many of <br />its contributions. Representative James <br />Symington (D-Missouri) has said that H.B.8645 <br />would eliminate the inequity in our current tax <br />system whereby business associations can promote <br />their own interests and take the costs as tax <br />deductions while supporters of such groups as <br />environmental. civil rights and consumer organiza- <br />tions often cannot take a tax deduction for their <br />contributions. Senator Edmund Muskie (D-Maine) <br />has introduced an identical bill (S.140B) in the <br />Senate. <br /> <br />6 OF 10 HEALTHIEST COUNTIES <br />IN ROCKY MOUNTAIN WEST <br /> <br />According to a recent study prepared by the <br />Environmental Protection Agency, 6 of the 10 <br />lIhealthiestll counties in the United States are <br />located in the Rocky Mountain Region. Data from <br />EPA, the u.S. Public Health Service, the National <br />Wildlife Federation and the Council on Environ- <br />mental Quality were used in selecting the 10 areas <br />where lIecological beauty is at one1s fingertips <br />and where the air and water are cleanest and <br />healthiest. " <br /> <br />The counties cited include Montezuma County. <br />Colorado; White Pine County. Nevada; Yellowstone <br />and Jackson Hole, Wyoming west to Butte County, <br />Idahoi Glacier County, Montana; and Coconino <br />County, Arizona. <br /> <br />CONFLICT BETWEEN JUSTICE AND EPA <br /> <br />The Environmental Protection Agency and the <br />anti-trust division of the Justice Department <br />have clashed over industry efforts to develop <br />anti-pollution devices. EPA feels that companies <br />within the same industry could clean up their <br />environments faster by eliminating duplicate re- <br />search efforts. Richard McLaren, head of the <br />antitrust division. says conferences held by EPA <br />to discuss industry problems and possible solu- <br />tions enable companies to learn too much about <br />their com?eti tors I situations. Another point of <br />conflict is over the setting of quality standards. <br />EPA wants them to be as tough as possible; Justice <br />is afraid that small companies which cannot afford <br />
