development needs and serve as a guide to further detailed plan-

ing wi. thin the Regions.

The scope of Comprehensive Frame\lork Plans is broad and

provides for a general analysis of the region involving:

(a) Economic projections as a basis for forecasting future
economic activity in quantitative terms;

(b) Translation of those projections into demands for
\later and related land resource uses;

(c) Analysis of the basin hydrology - to estimate available .
\later supply, by appropriate sub-basins or major river
reaches;

(d) Projections of related land resource availability; and

(e) Identification of significant problems and possible
general approaches for their solution.
