Relationship to Recovery Program/Ranking Factors:

The biological opinion to be prepared on the operation of the Aspinall
Unit will play an important role in the effective management of the
Gunnison and Colorado rivers for the endangered fishes. Many studies
conducted by several different agencies and individuals will collect the
data that will ultimately be used to write the biological opinion. There
is a need to coordinate all of these studies to ensure that they provide
useful data. In addition, the study plan should be flexible and allow
modification when data or other factors indicate that additional questions
need to be answered or a different study methodology will be more
effective. Considerable coordination will also be necessary concerning
the test flows to be released as part of the study.

III. Study Goals, Objectives, End Product

A. Goals: To provide data for the biological opinion on the operation of
the Aspinall Unit.

B. Objective: To coordinate all studies conducted under the study plan
developed for the Aspinall Unit biological opinion.

C. End Product: Effective coordination among all studies to ensure
adequate data for the biological opinion.
