Animas-La Plata Project <br /> <br />I am encouraged by the status of the Animas-La Plata <br />Project consultation as I prepare this in mid-March with <br />respect to the April 1. 1991. deadline for a reasonable and <br />prudent alternative and a section 7 consultation which should <br />allow for a ground breaking later in the year. <br /> <br />The reasonable and prudent alternative proposed by the <br />Bureau of Reclamation and the Fish and Wildlife Service <br />requires preparation and adoption of a Juan River recovery <br />implementation program'for the Colorado Squawfish and Razorback <br />Sucker. That program will be similar to and consistent with <br />the one we are party to for the Colorado River. However. <br />because preparation of that plan took several years to <br />accomplish, a Memorandum of Understanding (MOU) will be <br />accepted by all parties as an interim guideline on how several <br />big issues will be handled. At stake is water development in <br />New Mexico contemporary with or ahead of Animas-La Plata. <br /> <br />Although still a draft, the enclosed MOU was carefully <br />negotiated a week ago. Lois Witte representing Colorado. and <br />constitutes a document which is available for review and <br />tentative approval by those, including this Board. who must <br />assent to its contents. and whose decision will enable <br />signature by the responsible Officials. <br /> <br />Therefore, we must discuss this carefully and reach a <br />decision of its acceptability. <br /> <br />DWW/dbr <br /> <br />4112E* <br />
