<br />Mr. Boustead. in the absence of Mr. Shoun, presented the treasurer IS
<br />report and Mr. Ciruli moved that the current bills of the District be approved
<br />for payment. This was seconded by Mr. George Everett and carried. The
<br />Secretary then presented letters the District had received from the Denver
<br />Water Board and from the Office of Emergency Planning, and his efforts to
<br />determine whether or not a Job Co rps installation for control of phreatophytes
<br />would be possible.
<br />Mr, Beise reported that the principal legal activities had concerned
<br />the request of the City of Lamar for inclusion in the District and that he had
<br />stayed in touch with the property committee appointed to procure an office
<br />location for the District.
<br />The Property committee reported that it had been determined to
<br />purchase frontage of 200' but that it would not be feasible nor desirable to
<br />take an option on additional ground. The survey was in the course of pre-
<br />paration and an appropriate contract of purchase would be drafted and
<br />submitted to the District's attorney for approval.
<br />Mr. Burick of the Pueblo Water Board was recognized and the meeting
<br />adjourned for lunch and reconvened at 1:30 p. m.
<br />Mr. Boustead reported on the flood control activities of the District
<br />Engineer and that the report was due for the area above John Martin in 1967;
<br />that he had received $273, 718 being 75,/, of the estimated cost of ditch
<br />rehabilitation from the Office of Emergency Planning and that this had been
<br />deposited in the IArkansas Yalley Bank in a special account of which $252,583
<br />had been distributed. There were four ditches which apparently had made
<br />no effort toward rehabilitation and no funds had been distributed to them.
<br />The United States Geological Survey had released a report on the ground
<br />water in the Lamar area and the effect of wells. Representatives to attend
<br />the N. R. A. Convention in Kansas City were designated as Mr. Christy,
<br />Mr, Shoun, Mr, Young, Judge Cabibi, Mr. Boustead and Mr, Nichols.
<br />Representatives to attend the Colorado River Water Users Association
<br />meeting in Nevada on December 6 and 7 were designated as Mr. Irwin,
<br />Mr. Nichols, Mr. .Dilley, Mr. Shoun~ Mr. Beise, Mr. Shaw, Mr. Christy
<br />and Mr. Everett. Mr. BouBtead was authorized to attend the Governorls
<br />Economic Development Committeee meeting in Chicago. Mr. Boustead
<br />reported on his Washington trip and his contact with the vari.ous federal
<br />agencies for emergency reHef.
<br />Mr. Felix Sparks reported on the Glen Canyon trip to which the
<br />District had contributed $500 and commented on the attitude of Congressman
<br />Bow' of Ohio and how effective the trip had been for the ganing of
<br />congressional good will. He reported $5,500 had been collected and as
<br />SOOn as the expenses were known, he would make a report to the contributors.
<br />Mr. Sparks was asked to present the situation in connection willi the
<br />Central Arizona Project. He reported that the Colorado River Storage
<br />Project Act of 1956 culminated investigations of approximately 50 years and
<br />that this Act was based on the resolution of the Colorado Water Conservation
<br />Board for the inclusion, authorization and investigations of the projects
<br />named in that bill. Glen Canyon was the key to all regulation making possible
<br />an average annual consumption for the Upper Basin and that of the five small
<br />projects in Colorado aut!1orized by the 1956 Act, one would never be built
<br />and four were under construction a.nd 1B remained under investigation and
<br />feasibility reports. He reported that in 1957 the Colorado Water Conservation
<br />Board adopted a priority of investigation schedule and that many million; had
<br />been spent by the Federal Government and large sums by the State of Colorado
<br />
