<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />l'l , ': ~ "'1 <br /> <br />STUDY BACKGROUND <br /> <br />The East River Water Supply and Water Quality Study (Study) was initiated in <br />response to a request by the Colorado Water Conservation Board (CWCB) to the <br />Bureau of Reclamation (Reclamation). The request asked for assistance in a study <br />aimed at the identification of water supply and water quality needs and potential <br />alternatives to address those needs in the East River drainage area of the upper <br />Gunnison River, basin. Reclamation participated under the Technical Assistance to <br />the States Program. ThA Upper Gunnison River Water Conservancy District <br />(UGRWCD) and the Colorado River Water Conservation District (River District) <br />were the local sponsors of the Study and also participated in the performance of <br />study tasks along with the CWCB. <br /> <br />A scope of work and detailed work plan for the study was developed by the <br />CWCB, UGRWCD, and River District (the Sponsors) in conjunction with <br />Reclamation. This document, found in Appendix A, provides the reader with an <br />overview of the Study and its scope. A Memorandum of Understanding (MOU) <br />was executed between the Sponsors and Reclamation for performance of some of <br />the Study tasks. <br /> <br />As the study progressed, some aspects of the scope of work were modified in <br />response to limitations in existing reports and data that the study was to rely <br />upon.
