<br />A very entertaining and possibly per~uasive address oould be <br /> <br />deliverod before this Commission by an informed person to tho <br /> <br />effeot that all storage, all development should take plaoe <br /> <br />on the head waters of the stream, and advooates of the upper <br /> <br />states are just .as strong as any, and it was my thought te <br /> <br />get as far as possible from the ~to~age in the oompact, to <br /> <br />avoid that very confliot, it being inoumbent upon the distriot, <br /> <br />the two divisions provide their ovm storago in their own way <br /> <br />and by the instrumentalities at their hands. Now, the only <br /> <br />objeotion I have to the principle, tor oxample, to providing <br /> <br />for storage reservoir, - is the dispute that will arise as to <br /> <br />location. . Some will say that Lee's Ferry is the psyohological <br /> <br />plaoe in one way for a reservoir as it's at the point of control <br /> <br />of the river as it shifts between the upper and lower division. <br /> <br />Now, suppose we provide some instr~entality by which that <br /> <br />reservoir could be constructed which in turn would be mot by <br /> <br />the counter defenses of the lower rpsorvoir, vnlich are very <br /> <br />persuasive. Others claim that the :Flaming Gorge and sites <br /> <br />further up would aooomplish the re~ult better and bring greater <br /> <br /> <br />benefit to mankind because of the suooessive step of development, <br /> <br />so you may proceed step by.step and expand on this matter of <br /> <br />storage.
