The ayes have it, and it..is so ordered. <br /> <br />Last evening we were on the discussion of the <br /> <br />third cne of our main propositions and that was the basis of <br /> <br />division of water between the upper and lower basin, and.we <br /> <br />would have more courage to arrive at Quantities if they are <br /> <br />. <br /> <br /> <br />had tentatively agreed upon a term of years average and a <br /> <br />minimum delivery for anyone year, and; we wore discussing the <br /> <br />quantitative amount. Eefore we go on With that I would like to <br /> <br />make this suggestion for consideration.. That some of our mem- <br /> <br />bers feel that an acourate division of water at this time is in <br /> <br />the nature of a gamble, and that therefore if we can effect <br /> <br />. <br /> <br />certain limitations in the compact which tend to correct the <br /> <br />.. <br /> <br />gamble, we meet that possible <br /> <br />mistake that ~e might make. <br /> <br />at this time, and it was for that purpose that we were dis- <br /> <br />cussing yesterday also the question.of limitation of term, some <br /> <br />positive method of revision. There i,s another limitation on the <br /> <br />risk that would enter into this, and .any limitations on the risk <br /> <br />makes it easier to arrive at the quantitative Question. One <br /> <br />surrounded by safeguards.
