<br />
<br />As I'm sure you can tell fran
<br />my earlier remarks, what I found in
<br />Vietnam greatly encouraged me. Pres-
<br />ident Nbon' s Vietnamization program,
<br />up to this point, has worked. There will
<br />be sane rough spots in the future. The enemy will continue to try to grab
<br />for headlines here in the U.S. by, possibly, overrunning a small village
<br />or blowing up a building in downtown Saigon, hoping that the American
<br />people will lose their patience. In further efforts to discredit Vietnam-
<br />ization, another I113.jor enemy offensive is expected sometime this Spring
<br />or Fall, surrounding either the South Vietnamese House and Senate elections
<br />in April or the U.S. Congressional elections in November. I think we're on
<br />the right track in Vietnam if we can continue a reasonable, phased pull-
<br />down of our involvement, enabling the South Vietnamese Government to take
<br />over the burden of the fighting.
